Benefits begin the first of the month following the date of hire if hire date is the 1st -15th of the month.  Benefits begin the first of the second month if hire date is 16th – 31st of the month. 

Health Insurance:  All regular full-time employees are eligible to participate in the Group Health Insurance Plan.  Bedford County offers three PPO plans administered through Piedmont Community Health Plan.  Plans offer an “in network” and an “out of network” benefit allowing the participant the flexibility of going to a doctor of their choice.  By going to a doctor in the network, the plan pays a higher benefit.

Retirement Program:  All regular full-time employees are state mandated members in the Virginia Retirement System (VRS).  There are three Virginia Retirement System (VRS) Plans: Plan 1, Plan 2 and the Hybrid. Benefits vary depending on your membership date and vesting.

  • Hybrid Plan:  Includes anyone hired on or after January 1, 2014. 
  • Plan 2:  Includes Hazardous Duty personnel (Sheriff, Fire and Rescue) hired on or after January 1, 2014
  • Plan 1 and Plan 2:  May include an employee with prior un-refunded VRS service.   

Plans are funded through mandatory contributions made by the employee and the County.  Deductions begin the 1st of the month after date of hire. 

  • Current County Contribution = 7.07% of annual salary
  • Employee Contribution = 5% of annual salary

Life Insurance and Accidental Death and Dismemberment:  A basic group life plan is carried on all full-time employees in an amount equal to two (2) times the annual salary.  In cases of accidental death or dismemberment, the plan pays double indemnity.  As a member of the VRS, enrollment in life insurance is automatic upon hire and the County pays the full cost of the life insurance premium.   

An optional life insurance benefit is available for additional amounts of coverage on yourself, your spouse and your children. The employee pays 100% of the optional insurance premium.

Both plans are administered by Minnesota Life.    

 Employee Assistance Plan (EAP):  An Employee Assistance Plan, administered by AllPoints, provides employees and their household family members with free and confidential professional assistance for workplace and personal concerns. 

Holidays:  The County follows the Virginia State holiday schedule.

Vacation may be accumulated to a maximum of 288 Hours (36 days).

Sick Leave:  Employees accumulate sick leave at the rate of eight (8) hours per month. 

Direct Deposit:  Employees hired after January 1, 2010 are paid wages by mandatory electronic fund transfer.  Employees have their choice of either Direct Deposit or Aline Pay Card Program.

  • Direct Deposit is the most convenient, secure and affordable way to be paid.  Employees may have their pay electronically deposited into any financial institution of their choice. 
  • The Aline Pay Card Program allows employees to access their money at ATM’s and point-of–sale locations by using a FDIC insured debit cardEmployees who do not provide the County with a direct deposit account will be automatically enrolled into the Aline Pay Card Program. 

Flexible Spending Accounts:  Flexible Spending Accounts (FSAs) are designed to save you money on your taxes. They work in a similar way to a savings account. Each pay period, funds are deducted from your pay on a pre-tax basis and credited to your account(s). You then use your funds to pay for eligible health care or dependent care expenses.  Bedford County’s FSA Accounts are administered by Wageworks.

Qualified medical, dental and vision expenses such as deductibles, coinsurance, and copays that are not reimbursable by the group health plan. Employees enrolled in the High Deductible Health Plan with HSA may not participate in the General Purpose Health Care FSA. *Over-the-counter medications are not eligible unless you have a letter of medical necessity or prescription from your doctor.
