Effective July 1, 2026, the Virginia Department of Environmental Quality (DEQ) has implemented updated permit fees for coverage under the Virginia Stormwater Construction General Permit (CGP).

Beginning July 1, all permit coverage requests submitted to DEQ will be subject to the updated fee schedule. Under the revised fee structure, permit fees will be collected separately by the local Virginia Erosion and Stormwater Management Program (VESMP) authority and DEQ:

• Bedford County will collect the local VESMP portion of the permit fee (70% of the total permit fee) at the time of application.
• DEQ will collect its portion of the fee (30% of the total permit fee) through the Statewide Construction General Permit (SWCGP) electronic permitting system. Applicants will receive an electronic invoice at the email address associated with their SWCGP account.
